What are some good arguments I can use to stop the construction of a bank behind my house?

I don't want to deal with the 24hrs of squealing tires when people are driving around to the ATM machine. I currently have a 4ft fence and I am also not looking forward to the potential crime it can bring. Has anyone had to go to a planning commission meeting to argue against construction?

It will lower the value of your property by bringing criminals into the neighborhood.

Unfortunately, what you feel and opinions do not count. You'll have to do some research into what has happened in other residential areas that have had banks go up.
And just a thought, if you knew the lot behind your home was vacant or zoned commercial, when you bought the house, you knew that eventually something was going to get built. Would you have prefered a bar?

Tell them ,if they build it you will tunnel under the bank and clean them out.
