How do I get a construction helmet to stay on my head?

I have a construction helmet that i am wearing as part of my halloween costume. However, the inner band that allows you to adjust it to your head size is missing. The helmet is large — simply wearing a hat will not help it stay on. Short of duct taping it to my head, any suggestions on how to fashion some kind of headband-connector?
